I changed to another host running CentOS and now it work as expected. Including your command line to change timezone. The problem was with Ubuntu <--> Java I think.
Btw.. you need no java commandline to change the timezone. Just change the timezone of your operating system.
Blueforcer Got you... this host was located in another timezone so in this particular instance this was an better option for now... but probably not a permanent solution...
could it be possible to have in the time app a timesetting adjustment ?

There is no offset function in the stable.
So i think you need to modify the OS. or use a java workaround like
